Background
The Oregon Non-Roadway Transportation Funding
Working Group was convened by Oregon Governor Kitzhaber to engage the State of Oregon, transportation providers and other stakeholders in developing and implementing a plan to establish dedicated funding for non-roadway transportation projects and programs, including rail, marine, aviation, transit, and on and off-road bicycle and pedestrian paths. Currently, vehicle fees and taxes are constitutionally dedicated to roadways only. The working group also aims to establish a consensus-based methodology and selection criteria for ongoing stakeholder decision making regarding allocation of funding for non-roadway transportation projects and programs statewide.
The working group includes dozens of stakeholders representing diverse perspectives, including transit, ports, the environmental community, bicyclists, legislators, and auto and roadway interests. The group will analyze the financial and political feasibility of potential transportation funding sources, including ideas identified by Governor Kulongoski’s 2008 Transportation Vision Committee. They will also examine transportation, land use and operation reform strategies nationally.
The project is being coordinated by Oregon Consensus, the state’s legislatively-created program for collaborative governance. Oregon Consensus will provide a neutral forum that ensures all members of the working group are heard. Financial support for the project comes from the Rockefeller Foundation, through Smart Growth America, which is providing staff support.
