The focus of the Committee at the current time is to discuss and propose Standards for Public Policy Facilitators. The Committee has narrowly defined the scope of its work and is currently in the process of deciding whether the Model Standards for Mediators adopted by ACR, AAA, and the ABA in September, 2005 could be used to regulate public policy facilitators, or if, due to the unique nature of facilitation, a completely separate set of standards is more appropriate. These Standards will specifically apply to collaborative, agreement-seeking, public policy processes. The word “collaborative” refers to processes where participants are assisting one another and working together toward a decision. “Agreement-seeking” means that the group has a goal of reaching consensus; however, these Standards would apply even if the group does not succeed.
The Standards being developed will be fundamental ethical guidelines for persons designing or facilitating collaborative, agreement-seeking, public policy processes. The Standards will serve to accomplish three goals: to guide the conduct of facilitators in the ACR EPP section; to inform initiators/conveners and interested parties; and to promote public knowledge of and confidence in collaborative processes as a tool for anticipating and preventing disputes.
