Background
Several preliminary permits have been issued and several more are pending for wave energy development projects on the Oregon coast. As the exposure and discussion of impacts has increased, questions have arisen about the role of state government in developing policy and planning for wave energy. In response to those questions, the Oregon Governor's Office asked Oregon Consensus to conduct an assessment of the issues that may influence statewide planning and policy for wave energy development and the potentital for collaborative approaches to resolve those issues. The following report describes the results of that assessment.
