2006  Oregon School for the Deaf Director Advisory Committee   Region - Statewide

The Oregon School for the Deaf (OSD) Director Advisory committee (comprised of representatives of School Districts, Regional Programs, OSD parents, students, staff, alumni, and related community groups) successfully completed its charge to provide recommendations to the Oregon Department of Education regarding candidate criteria, recruitment strategy, and the hiring process for a Director for the Oregon School for the Deaf. The committee met a total of three times during the month of February at the Oregon School for the Deaf; all meetings were open to the public and facilitated by Laurel Singer of the Oregon Consensus Program.

2005  School-Based Health Care     Region - Statewide

The Oregon School Based Health Care Network and related stakeholders have been working collaboratively with medical insurance providers around developing sustainable funding sources for School-Based Health Care  Centers (SBHC) in Oregon.  OCP provided technical assistance and facilitation services to assist in developing an initial forum to identify the obstacles and issues, and to lay the groundwork for further joint efforts.

2002 NORPAC/Hispanic Farm Workers   Region - Willamette Valley
Mediation resolved a boycott between the Hispanic Farm workers and NORPAC agricultural processing facility.

2001 Childhood Care and Education    Region - Statewide
The childcare "system" is composed of children, parents, childcare providers, and then a host of people who provide money, training, other support, and regulatory oversight for child care providers. Many players were stressed and felt the structure that defined their interrelationship was dysfunctional, and many wanted to change it. Mediation brought the players to an agreement that change was required, and that they all would engage in a collaborative effort to redefine their roles.

2001 Qualified Rehabilitation Facilities Process Region - Statewide
A case assessment and a limited collaborative process explored implementation of the Products of Disabled Individuals Law (ORS 279.835-855). The collaborative process brought together a small number of stakeholders who had expressed interest in improving certain aspects of the Qualified Rehabilitation Facilities program. The stakeholders reviewed previous work accomplished on the issues and explored options for improving the program. While the parties did not reach consensus, the process provided an opportunity for improved communication between DAS and the stakeholders, and produced substantive research for DAS's subsequent use.

2001 Patient Protection Region - Statewide
After four straight unsuccessful legislative sessions, consumer and health advocacy groups agreed to postpone pursuing ballot initiatives and join a collaborative workgroup. The group was comprised of representatives from the Oregon AFL-CIO, health advocacy groups, five major insurers, health plan purchasers and the Department of Consumer and Business Services (DCBS). The original ballot initiatives included six substantive areas that became the focus of the workgroup's discussions. Ultimately, there was agreement on five of the six substantive areas. DCBS staff turned those agreements into draft legislation that the group agreed to support. Governor Kitzhaber signed House Bill 3040 May 30, 2001. Its success is a direct result of a collaborative, negotiated agreement.

2000 Service Integration Region - Metro/HoodRiver
In the Portland area, Adult and Family Services and Vocational Rehabilitation Divisions of the Department of Human Services (DHS) worked together in a mediated process to understand each other's cultures and policies and to resolve issues. A design team created a joint planning system for mutual clients.

2000 Americans With Disabilities Act Mediation Service Region - Statewide
The Oregon Disabilities Commission engaged stakeholders to collaboratively design a system for providing mediation service related to the Americans With Disabilities Act (Titles I and II-employment and public agencies) and Oregon law on disabilities. The Service provides lists of ADA mediators and peer mentors, information, and training. Implementation of the Service is underway, including: training of agency users, mediators and peer mentors; publicity, and administrative options.

2000 Clackamas Area Workforce Investment Act Mediation Region - Metro/Hood River
Changes in the federal law, 1997 Workforce Investment Act, precipitated disputes about compliance with the law. A prior collaborative effort ended with some personnel departures. Participants were highly motivated and aware of the need not only for agreement but also to build good working relationships. They used mediation to reach agreements that defined relationships and outcomes.

2000 Child Welfare Mediation Region - Statewide
The PPDRP provided technical assistance, training and evaluation in the design and implementation of the Legal Assistance (post-adoptive communications) Mediation Program at several levels. Services to Children and Families (SCF) of DHS expanded this Program statewide to serve children, birth parents, and adoptive parents interested in open adoption. Mediators assist the parties in creating post-adoption communication agreements. SCF created master contracts with mediators to improve efficient administration. SCF of DHS resolved issues and entered into a partnership with the Judicial Department (JD) to support the JCIP Dependency Mediation Pilot Program which allows Courts in at least five counties to order parties and their attorneys to mediate issues related to dependency hearings. In the Linn County Branch Mediation Pilot Program a mediator helped children, families, SCF, and others work together to achieve solutions that kept children safe and ensured that families received needed help.
