Oregon Coast Wave Energy Statewide Policy and Planning Assessment
Several preliminary permits have been issued and several more are pending for wave energy development projects on the Oregon coast. As the exposure and discussion of impacts has increased, questions have arisen about the role of state government in developing policy and planning for wave energy. In response to those questions, the Oregon Governor's Office asked the Oregon Consensus Program to conduct an assessment of the issues that may influence statewide planning and policy for wave energy development and the potentital for collaborative approaches to resolve those issues.

Stafford Hamlet
The Stafford Hamlet is a voluntary organization formed by the Stafford community in unincorporated Clackamas County. The Hamlet Board is advisory to the board of County Commissioners and an agent of Clackamas County. The Stafford Hamlet bylaws require the Hamlet to develop and maintain a community plan, specifically mandating a process for that plan "that recognizes the interests of, and will be approved in an equitable manner by, resident and non-resident owners of large and small properties, business owners and renters within Stafford Hamlet."
The Board has asked OCP to work with the Hamlet in designing a consensus-based process to develop the community vision. OCP is in the process of assessing the situation to determine the the feasibility of various approaches to developing consensus on the community vision and resources needed.

West Eugene Collaborative
The purpose of the West Eugene Collaborative is to develop an integrated and broadly-supported land use and transportation solution that will facilitate movement of people and commerce from/through/to west Eugene and west of Eugene while enhancing community, business and the environment. The West Eugene Collaborative is composed of people interested in solutions for the future of transportation, commerce, community, and the environment in and adjacent to West Eugene. Members include people who work, recreate, or reside in the West Eugene area as well as individuals representing affected governments, agencies, and organizations. The Oregon Consensus Program is providing technical assistance along with neutral facilitation services by The Osprey Group.

Salem Transportation System Plan
The City of Salem has appealed the Department of Land Conservation and Development's remand of the city's periodic review work task submittal pertaining to transportation. The parties asked the OCP to assist them in engaging in a mediation to identify issues and opportunities for resolution regarding the remand in order to avoid further litigation. OCP is providing the mediation services of Anne Corcoran Briggs. The parties met and agreed to working principles for the mediation, and have held some informational sessions.

ODOT Small Business Initiative
In August of 2006 the Oregon Consensus Program assisted the Oregon Department of Transportation (ODOT) in a “kick-off” meeting of stakeholders interested in creating a collaborative partnership with ODOT to identify barriers and solutions to obstacles faced by small business in contracting with ODOT and other state agencies.
The Small Business Initiative Workgroup is composed of representatives of three main stakeholder groups: small businesses, prime contractors and staff members of ODOT. Other members include representative from the Governors office. The group has been meeting monthly since September and is facilitated by Theresa Jensen.
The group’s Statement of Purpose is to:
• Identify and understand the barriers and challenges faced by small businesses in doing business with the Oregon Department of Transportation (ODOT) on construction projects,
• Develop strategies and approaches for overcoming those barriers and challenges, and
• Develop an implementation plan for carrying out those strategies and approaches, both internally, within ODOT, and jointly among the participants.

Public Housing Project
This project involves establishing and facilitating dialogue between the representative leadership of a 60+ unit, low income housing complex and their managing bodies, one of which is a governmental agency. The housing community is comprised of a wide range of immigrant cultures. The initial focus of the project involves providing outreach to these resident groups to help develop a fully functioning tenants association that is reflective of this diversity. The second phase of this effort will involve assisting this newly formed leadership to develop a process for on-going communication with their management organizations to provide input regarding the long-term vision of the housing complex as well as on-going maintenance decisions. Such an approach may then serve as a model for other housing communities under the management of this governmental agency. Mary Forst and Cliff Jones are co-facilitating on behalf of OCP.

Federal Forestlands Advisory Committee
The Federal Forestlands Advisory Committee is a group of individuals representing various interests who have been appointed by the Oregon Board of Forestry. The group is charged with assisting the Board in developing for the Governor's adoption a document that articulates the State's vision for federal forest policy and management direction that would help contribute to the sustainability of Oregon's forests. OCP provided advice on the design of the process and is providing neutral facilitation services conducted by Robert Fisher and Suzy Driver. Meetings are open to the public.

Deschutes River Basin Water Management Planning
The Oregon Consensus Program (OCP) has been working with the Deschutes Water Alliance, the Deschutes River Conservancy and other stakeholders in exploring the feasibility of convening acollaborative process to address water management in the Deschutes River Basin. OCP brought in Debra Nudelman and Turner Odell from RESOLVE, Inc. to conduct the convening assessment which was presented at the May 2006 Water Summit at KahNeeTa. At the conclusion of the Water Summit, there was a significant consensus that development of a collaborative process to work on Deschutes Basin water management issues should be explored. RESOLVE, in its report, suggested a “step-wise” process, the first step in which would be development of an ad hoc planning team to begin defining the process and the resources needed to pursue it. OCP is facilitating the work of this planning team.
