Western Oregon Collaboration Inquiry

  Non-Roadway Transportation Funding
Oregon Consensus is facilitating a consensus-seeking process among State of Oregon transportation providers and stakeholders to develop and implement a plan for sustainable funding of non-roadway transportation, including rail, marine, aviation, transit, and on and off-road bicycle and pedestrian paths. Currently, vehicle fees and taxes are constitutionally dedicated to roadways only.   Union County Wind Energy
Oregon Consensus (OC) conducted an assessment of issues related to siting of a proposed wind power project near the city of Union. The assessment included the City of Union, Antelope Ridge Wind Power, LLC, Union County, the Oregon Department of Energy, project landowners and members of a local citizen's group opposed to the project. Subsequent facilitated dialogues helped the parties understand each others' interests, and led to agreement on a draft revised Strategic Investment Program agreement between Union County and Antelope Ridge that ensures that $2 million will go directly to the City of Union if the project is build in full...read more
 
 
 
  Willamette River Bridge
In 2002, cracks identified in the Interstate 5 Willamette River Bridge bordering Eugene and Springfield required re-routing of heavy trucks 200 miles out of their way. A temporary bridge built in 2004 provided an interim solution, but did not meet standards for permanent bridges. As part of the Oregon Transportation Investment Act of 2003, funds were dedicated to replace the Willamette River Bridge, and construction of the new bridge began in May 2009...read more

Aging Matters, Locally and Globally
Aging Matters is a project of the Institute on Aging at Portland State University, and was created through a private gift from PSU alumni Dr. Keren Brown Wilson and Dr. Michael DeShane. The initiative is designed to promote innovative policies locally and globally to address housing, health and social needs of low-income chronically ill adults. Oregon Jobs and Transportation Act (JTA)
The 2009 JTA directs the Oregon Department of Transportation (ODOT) to adopt administrative rules in line with environmental performance standards (EPS) for highway projects, and improve permitting processes. Oregon Consensus convened a process to develop rule language and EPS; worked with stakeholders to prioritize and frame issues; and helped ODOT develop an interagency agreement for EPS development and an EPS pilot charter. The project maximizes ODOT’s capacity to deliver transportation projects on time and within budget, while meeting environmental standards.

 
 
 
  Willamette Partnership—Counting on the Environment
An ecosystem services marketplace allows businesses and individuals whose activities unavoidably change the environment in ways that no longer meet regulatory standards to buy credits that pay other landowners to make environmental improvements that balance those impacts. For example, a manufacturer who impacts fish habitat by raising water temperatures might buy credits that would pay nearby riverfront landowners to plant trees to shade and cool the stream...read more
 
 
 
 

Malheur National Wildlife Refuge
The Malheur National Wildlife Refuge working group, with more than 30 diverse members, is developing a Comprehensive Conservation Plan to guide refuge management from 2012 until 2027. OC has provided facilitation and Collaborative Governance training to Refuge staff and other stakeholders. The group has strengthened working relationships, and has agreed on priority issues to address, including restoration of Malheur Lake.

 
 
 
 

Sustainable Transportation Initiative
The Oregon Sustainable Transportation Initiative is an effort to curb greenhouse gas emissions from vehicles, while considering ways to create healthier, more livable communities and greater economic opportunity. The project aims to reduce emissions in Oregon by 75 percent below 1990 levels by 2050. The Oregon Department of Transportation and the Department of Land Conservation and Development are leading the project in consultation with the Department of Environmental Quality, the Department of Energy, and stakeholder committees. Oregon Consensus is facilitating an advisory committee that is developing targets to guide land use and transportation scenario planning in these areas, and is providing process recommendations to the agencies.

 
 
 
 

Oregon Health Authority (OHA) Regional Forum
The OHA is leading the effort to create quality affordable health care in Oregon. OHA selected Oregon Consensus (OC) to create a process for gathering public input on a health reform plan. OC designed and led an innovative approach by linking with community dispute resolution centers and local volunteers to conduct public meetings, and by launching an online video and website allowing the public to learn about and weigh in on key health care issues remotely...read more

 
 
 
 

Renewable Energy and Eastern Oregon Land Conservation Partnership
The Renewable Energy and Eastern Oregon Landscape Conservation Partnership was convened by the Oregon Governor’s Natural Resources Policy Director and the Deputy State Director for the U.S. Bureau of Land Management to address renewable energy development and habitat conservation across Eastern Oregon. The group will address sagebrush and sage grouse issues, and will develop criteria for identifying the potential for and challenges to new energy development in Eastern Oregon. The partnership includes tribal, federal, state, county and local governments; agricultural producers; renewable energy developers; and other private sector and non-governmental interest groups. Oregon Consensus facilitated a symposium in November 2010 in Bend to open the policy dialogue to a wider audience and is designing and facilitating additional stakeholder dialogues as the project moves forward.
